What's the difference between two legacy gbid's?

For many legendary items there are two legacy versions in the gbid list. What's the difference?

Also for some items there is an 'old legendary' gbid, which I assume is the 'loot 1.0' version of the item, but I thought these are exclusively on PC as the console version was born with loot 2.0. Am I wrong?

The reason there are more than one of some of the legacy items is because that some of the sets pieces for example, give you different affixes and set bonuses. Whenever Im making something and it shows me the two legacy choices like that, I just make both to make sure I get the right one that Im wanting.
