Adjusting Armor Range

I recently edited some ancient items with the Diablo III Editor and set the Tier Quality to what each piece of gear was named then exported them over to the PS4. I noticed the armor was really low around 20 on each piece of gear I made. Usually a helm or chest rolls up to 759 armor is there a way to change these stats to look legit? Maybe I missed something in the tutorial. Update >>> Ok I tried going into properties and setting the Tier Quality to the highest for a normal item then the armor values were looking right after importing them onto the PS4 again then I quit out of the game and came back to upload a new set of items and I noticed the armor values dropped back down to 20 and the amulet went from lvl 70 down to lvl 60 : ( I couldn't get the values to stay and tried many things even pressing enter & save save after each edit.

use the tier to set the armor rating that you would like..
